Prime Minister Justin Trudeau is denying downgrading one of his highest-profile ministers following an unexpected shuffle of his cabinet. In total, the moves saw three ministers get new roles, and two relative newcomers get top jobs. Among the most surprising changes however was Jody Wilson-Raybould moving from Justice to the Veterans Affairs file, a move some political insiders are calling a demotion.
